<br />Park and Recreation Commission Minutes <br />October 3, 1990 <br /> <br />Page 2 <br /> <br />e <br /> <br />5. <br />6. <br /> <br />Council Action on the Master Park and Recreation Plan... <br />Discussion on Implementation on the Master Plan and the 1991 Park and <br />Recreation Work Pro~ram <br /> <br />It was noted by the Commission that these two agenda items are very <br />similar and can be discussed together. <br /> <br />The City Administrator reviewed with the Commission action taken by the <br />City Council at its 9/17/90 meeting when the Master Park and Recreation <br />Plan was approved. It was noted that a number of Commission members <br />were in attendance at this meeting I so the summary of City Council <br />action was brief. In general, it was noted that one exception to the <br />plan that was approved by the City Council, from the plan that the <br />Commission proposed to the City Council, was the deletion of the park <br />area in the northeast section of the City around Eagle Lake. The City <br />Council adopted the plan with this area being deleted from the map due <br />to further study being needed in this area. The City Administrator <br />noted that this area is still identified in the City Growth Management <br />plan as a future area wide park and that a long range goal for the City <br />is to have a park in this area. After discussion, it was the consensus <br />of the Commission to have the Master Plan document and map printed as <br />adopted by the City Council (with the northeast area wide park around <br />Eagle Lake being deleted from the map). The Commission indicated that <br />it would reevaluate and study this area in the future. <br /> <br />e <br /> <br />The Commission discussed implementation of the Master Plan and the 1991 <br />work program for Park and Recreation activities. The Commission <br />stressed the need for adequate staff and adequate financing in order to <br />implement the Master Park and Recreation Plan and in order to have a <br />producti ve 1991 work year. In addition to the recreation programs <br />managed by Community Education for Elk River, and in addition to the <br />park improvements approved by the Commission and City Council through <br />use of park dedication funds, the Commission strongly desired the <br />development (and purchase if necessary) of flat open land for youth <br />recreational opportunities. The Commission again reaffirmed its <br />position that the development of Woodland Trails Park was a higher <br />priority than the development of Hillside Park, but that the obtaining <br />and development of the flat open land for recreation purposes was the <br />number one priority for 1991. Extensive discussion took place <br />regarding the staffing needs for a successful park and recreation plan <br />to exist in Elk River. <br /> <br />CLETE LIPETSKY MOVED TO HAVE THE TOPIC OF A PARK AND RECREATION <br />DIRECTOR JOB DESCRIPTION ON THE 11/7/90 PARK AND RECREATION COMMISSION <br />AGENDA AND TO HAVE THE STAFF PROVIDE EXAMPLES OF PARK AND RECREATION <br />DIRECTOR JOB DESCRIPTIONS FROM SIMILAR COMMUNITIES, AND FURTHERMORE, TO <br />HAVE THE STAFF REVIEW THE RAMIFICATIONS ON CITY FINANCES, OFFICE SPACE, <br />AND STAFFING ASSIGNMENTS IF A PARK AND RECREATION DIRECTOR WAS HIRED IN <br />ELK RIVER. MARILYN VANPATTEN SECONDED THE MOTION. THE MOTION CARRIED <br />6-0. <br /> <br />e <br />
