<br />Park & Recreation Commission Meeting <br />February 7, 1990 <br /> <br />Page 2 <br /> <br />. <br /> <br />The Commission reviewed in detail the sections on standards for amount <br />of population served by various facilities (Page 55); the proposed park <br />plan recommendations which emphasize the need for neighborhood parks <br />and more play fields (Pages 73-75); and the trails and parkway plan <br />(Pages 76-82). The Commission indicated its desire to further discuss <br />the trails section at the next meetingj especially the combined uses of <br />the trails for both winter and summer activities. Discussion continued <br />on the combination of a bituminous surface along with a natural area <br />for multiple use of the trails. The use of the land underneath the <br />power line areas (Page 81) also generated some discussion. <br />Additionally, the Commission desired specific recommendations from the <br />consultants on proposed uses of the trails and how to take steps in <br />order to preserve the Houlton Farm for future City use. The Commission <br />indicated that they were in agreement with most of the information that <br />was presented, but that they are very concerned with how to achieve <br />resul ts and implement the plan so that park improvements as discussed <br />can become reality in the 1990's. <br /> <br />6. <br /> <br />Staff Updates <br /> <br />a. <br /> <br />Charlie Blesener discussed with the Commission the skating <br />activities, or lack thereof, which have taken place this winter <br />season. The Commission discussed plans for the warming house <br />improvement at Handke Pit and what type of time frame should be <br />followed in order to have the warming house constructed before <br />next skating season. <br /> <br />. <br /> <br />Mr. Blesener also discussed with the Commission Earth Day events <br />that are planned (20th Anniversary of Earth Day) and how the plans <br />for this celebration could be coordinated with Arbor Day. <br />Activities for these two days are being discussed by the Community <br />Education Department. In general, the Park and Recreation <br />Commission supported any efforts for an Arbor Day tree planting <br />program by school children in and around Lion's Park. <br /> <br />b. Phil Hals, Street/Park Superintendent, indicated that he would be <br />presenting possible park improvement items to the Commission in <br />March, 1990. These park improvements would require use of Park <br />Dedication Funds. <br /> <br />Mr. Hals also indicated that he has had contact with the local <br />Horseshoe Club. This group has requested additional lights in <br />Orono Park and better playing conditions. <br /> <br />c. <br /> <br />Pat Klaers, City Administrator, discussed with the Commission the <br />request from the Orono Lake Homeowners Association. This group <br />has been before the Commission at least twice in the past year and <br />requested the Commission to consider recommending to the City <br />Council more rules and regulations regarding boating activity on <br />Orono Lake. <br /> <br />. <br />
