<br />Park and Recreation Commission Minutes <br />October 10, 1989 <br /> <br />Page 2 <br /> <br />. <br /> <br />indicated that these two surveys were more expensive than the <br />previous one reviewed by the Park and Recreation Commission from the <br />City of Little Canada. <br /> <br />It was the opinion of the Park and Recreation Commission that the <br />survey from Little Canada provided enough information to fulfill the <br />needs in Elk River and that the format and issues addressed fell in <br />line with the type of information the Commission desires to receive <br />from the community. The proposed survey includes approximately 60 <br />question units, costs approximately $5,400, is conducted by way of a <br />telephone survey and has a sample of 400 households. Each additional <br />question unit, which may include more than one question, could be <br />added for approximately $90 each. <br /> <br />. <br /> <br />At this time, prior to reviewing survey questions, Mr. Sanders gave a <br />general update on the activities that he has been working on since <br />the last Park and Recreation Commission meeting on September 6, <br />1989. Bill reviewed some of the information that was included within <br />the Park and Recreation Commission agenda packet which discussed the <br />existing conditions within the city open space areas. Mr. Sanders <br />desired to get feedback from the Commission on any error or omissions <br />in the layouts of the open space areas as they are planned to be <br />incorporated into the Parks Master Plan document. Bill also <br />requested additional input regarding the history of Park and <br />Recreation within the community of Elk River. <br /> <br />Mr. Sanders indicated that he is completed Task #1 of the program for <br />developing the Parks Master Plan. Task #1 included the review and <br />collection of data relating to existing community parks and open <br />space areas. Additionally, Mr. Sanders indicated that Task #2, which <br />related to the inventory of information and analysis of the existing <br />conditions, was approximately 80% completed. Furthermore, the firm <br />as also started preliminary work on the actual Parks Master Plan. In <br />this regard, it was noted that all of the parks have been identified <br />and inventoried; 16 different park service areas have been identified <br />within Elk River and delineated on the city map; the review of <br />existing conditions within each park or open space has been conducted <br />(material distributed with the agenda packet); and the firm is <br />currently beginning work on development of the trail system and where <br />this trail system should run throughout the communities so that it <br />can link various community open spaces. <br /> <br />The City Administrator indicated that air photo and topographical <br />maps have been ordered for the two larger community parks - Woodland <br />Trails Park and Hillside Park. The material will be of great <br />importance when Mr. Sanders begins development of his two focus area <br />studies. <br /> <br />. <br /> <br />At this time, the Park and Recreation Commission reviewed the Little <br />Canada survey as it would pertain to the City of Elk River. The <br />Commission reviewed the survey page by page with Mr. Sanders and <br />indicated which questions from this survey were appropriate, which <br />questions needed to be revised, which questions could be eliminated, <br />and also provided additional issues to be included within the <br />
