<br />. <br /> <br />. <br /> <br />. <br /> <br />MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION <br />HELD AT ELK RIVER CITY HALL <br />TUESDAY, OCTOBER 10, 1989 <br /> <br />MEMBERS PRESENT: Chair Mike O'Brien, Todd Mixer, Byron Houghtelin, Barb <br />Northway, Clete Lipetsky, Marilyn VanPatten <br /> <br />MEMBERS ABSENT: Dave Anderson and Rolfe Anderson <br /> <br />ALSO PRESENT: Bill Sanders and Paul Paige from Sanders and Associates; <br />Councilmember Roger Holmgren; Planning Commission Member <br />Arlon Fuchs; Phil Hals; Charlie Blesener; and Patrick <br />Klaers <br /> <br />1. <br /> <br />Pursuant to call and notice thereof, the meeting of the Elk River <br />Park and Recreation Commission was called to order at 7:00 p.m. by <br />Chair O'Brien. <br /> <br />2. <br /> <br />Consideration of 10/10/89 Park and Recreation Commission A~enda <br /> <br />BARB NORTHWAY MOVED TO APPROVE THE 10/10/89 PARK AND RECREATION <br />AGENDA AS PRESENTED. BYRON HOUGHTELIN SECONDED THE MOTION. THE <br />MOTION CARRIED 6-0. <br /> <br />3. <br /> <br />Consideration of 9/6/89 Park and Recreation Commission Minutes <br /> <br />BYRON HOUGHTELIN MOVED TO APPROVE THE 9/6/89 PARK AND RECREATION <br />COMMISSION MINUTES AS SUBMITTED. BARB NORTHWAY SECONDED <br />THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />4. OPEN MIKE <br /> <br />Nobody was present for this agenda item. <br /> <br />5. <br /> <br />Discussion on Parks Master Plan <br /> <br />Mr. Bill Sanders, Park Consultant, introduced an employee from his <br />firm, Sanders and Associates, Mr. Paul Paige to the Park and <br />Recreation Commission meeting. Mr. Sanders indicated that <br />representatives from Decision Resources, who would be conducting the <br />citizen survey for Elk River, had a conflict and could not attend <br />this meeting. Bill indicated that he would compile the information <br />that he receives tonight from the Park and Recreation Commission and <br />forward this material to representatives of Decision Resources. <br />Decision Resources would then formulate the issues into appropriate <br />questions, distribute the questions prior to the next meeting, and <br />would be present at the 11/1/89 meeting to review the survey <br />questions. <br /> <br />At this time, Mr. Sanders distributed two additional surveys that <br />were conducted by Decision Resources Inc. These two surveys were <br />from the communities of Maple Grove and Vadnais Heights. Mr. Sanders <br />
