Planning Commission Minutes <br />Page 8 <br /> <br />December 13, 2005 <br />--------------------------- <br /> <br />Would not comply with Code due to the use of vehicles in the building interior and vehicles possibly <br />being worked on at the site. <br /> <br />MOTION CARRIED 5-2. Commissioners Lemke and Westgaard opposed. <br /> <br />5.6. Request by Dan O’Mara/New Horizon for Daycare Facility in Elk Ridge Center, Public <br />Hearing – Case No. CU 05-25 <br /> <br /> Mr. Leeseberg stated the applicant is requesting a conditional use permit to operate a day <br />care facility. He discussed building design standards, landscaping, parking, and fencing, <br />staffing, and hours of operation. <br /> <br /> Commissioner Offerman questioned if the applicant would be required to use an asphalt <br />roof rather than metal. <br /> <br /> Mr. Leeseberg stated they would have to comply with the design standards, which would <br />allow either style. <br /> <br /> Chair Anderson questioned what the signage and lighting requirements would be. <br /> <br /> Chair Anderson opened the public hearing. <br /> <br /> Dan O’Mara, architect representing the applicant-Stated under canopy lights would be used <br />and the parking lot lights would be consistent with the whole development. He stated the <br />windows will be aluminum store front made to look like casements. He stated that due to air <br />quality standards for the daycare casements could not be used. <br /> <br /> Chair Anderson closed the public hearing. <br /> <br /> MOVED BY COMMISSIONER OFFERMAN AND SECONDED BY <br />COMMISSIONER SCOTT TO RECOMMNED CITY COUNCIL APPROVAL OF <br />CU 05-25 WITH THE FOLLOWING CONDITIONS: <br /> <br /> <br />1.ALL COMMENTS OF THE CITY ENGINEER SHALL BE <br />ADDRESSED. <br /> <br /> <br />2.PLANS (DATE RECEIVED 10/31/05) SHALL BE THE APPROVED <br />PLANS. <br /> <br /> <br />3.BUILDING DESIGNS (DATE RECEIVED 12/05/05) SHALL BE <br />THE APPROVED DESIGNS WITH THE EXCEPTION OF NOTE <br />#21 INDICATING ASPHALT SHINGLES. STANDING SEAM <br />METAL ROOFING IS THE APPROVED MATERIAL. <br /> <br /> <br />4.MATERIAL STYLES AND COLORS SHALL BE THOSE AS <br />INDICATED ON THE EXTERIOR SAMPLE KEY DATED 12/15/05. <br /> <br /> <br />5.ALL FENCING SHALL BE OF A PICKET STYLE. <br /> <br /> <br />6.STANDING SEAM METAL ROOFING COLOR SAMPLES SHALL <br />BE PROVIDED TO STAFF FOR APPROVAL. <br /> <br />
