Portner as Interim Deputy Clerk. <br /> <br /> <br />Background/Discussion <br />By statute, cities are required to have a Council-appointed city clerk. <br /> <br />The city clerk is the keeper of the city seal, responsible for official city records, elections, and City Council <br />administrative support. The clerk or appointed deputy clerk is a signatory to official city documents. <br /> <br />With the retirement of City Clerk Tina Allard effective December 31, 2025, the staff have been recruiting and <br />interviewing candidates for our next city clerk. In the interim, our deputy clerk can attest to the execution of <br />official documents. Unfortunately, for an indeterminate period, our deputy clerk will be out of the office. <br /> <br />To fulfill the official aspects of the city clerk, staff requests you appoint City Administrator Portner as the <br />Interim Deputy Clerk until the return of the deputy clerk or the onboarding of a new city clerk. <br /> <br />Financial Impact <br />N/A <br /> <br />Mission/Policy/Goal <br />Elk River Mission Statement <br /> <br />Attachments <br />1.
