That § 38-31, Application; issuance of the City of Elk River Code of Ordinances shall <br />be amended to read as follows: <br /> <br />Sec. 38-31. - Application; issuance. <br />(a) Issuance. Unless otherwise provided in this Code, every application for a license shall be made <br />to the city clerk on a form provided by the city clerk. It shall be accompanied by payment to <br />the city clerk of the prescribed fee. If, after investigation, the city clerk is satisfied that all <br />requirements of law and this Code have been met, the city cleerk shall present the <br />application to the council for action or, if the license or permit does not require council <br />approval, the city clerk or other appropriate official, as the case may be, shall issue the <br />license or permit. <br /> <br />(b) Incomplete Applications. If, upon notice to the applicant, the applicant does not complete its <br />application within 30 days, the city clerk may administratively reject the application. <br /> <br />SECTION 4. That this ordinance shall take effect upon adoption and be published as provided by <br />law. <br /> <br />Passed and adopted by the City Council of the City of Elk River this 5th day of January, 2026. <br /> <br /> <br /> ______________________________ <br /> John J.
