<br /> <br /> <br />City of Elk River <br />City Council <br /> <br />Resolution 26-01 <br /> <br />A Resolution of the City Council of the City of Elk River Appointing a <br />Responsible Authority and Designees <br /> <br />WHEREAS, Minnesota Statutes, Chapter 13 requires the adoption of certain policies and <br />procedures pertaining to government data practices; and <br /> <br />WHEREAS, the statute also requires the appointment of a data practices Responsible <br />Authority and designee(s) to enforce the data practices policies of government agencies. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk <br />River, Minnesota, as follows: The city appoints Records Coordinator Dawn Robertson as <br />the Responsible Authority and that Police Chief Dave Kuhnly, Fire Chief Mark Dickinson, <br />Public Works Director Justin Femrite, Community Development Director Zack Carlton, <br />Economic Development Director Brent O’Neil, Assistant City Administrator Joe Stremcha, <br />Human Resources Manager Lauren Wipper, are hereby appointed as data practices designees <br />over their respective departments. <br /> <br />Passed and adopted this 5th day of January 2026. <br /> <br /> <br /> <br /> John J.
