compensatory time, if available. Employees covered by a collective bargaining agreement <br />shall receive bereavement benefits as stated in the collective bargaining agreement. <br />General Leave <br />The city recognizes that unique personal circumstances may cause an employee to seek <br />time off without pay. The city may, at its sole discretion, grant unpaid personal leaves of <br />absence (General Leave). Approval is required from the immediate supervisor, department <br />director, and the city administrator. General Leave shall not exceed ninety (90) days, <br />unless approved by the city administrator. <br />Vacation and ESST leave do not accrue during General Leave and the employee is not <br />eligible for holiday pay or other types of leave. The city will not contribute to the cost of <br />insurance premiums for an employee on General Leave. <br />Employees are expected to return from General Leave when the reason for the leave <br />expires. Employees who take a General Leave have no right to reinstatement. <br />Voting, Election Judge, and Delegates to Party Conventions Leave <br />An employee selected to serve as an election judge pursuant to Minnesota law, will be <br />allowed time off with pay for purposes of serving as an election judge, provided the <br />employee gives the city at least twenty (20 days written notice, including a certification <br />from the appointing authority stating the hourly compensation to be paid the employee <br />for service as an election judge and the hours during which the employee will serve. The <br />city may reduce the wages of an employee serving as an election judge by the amount <br />paid to the election judge by the appointing authority during the time the employee was <br />absent from the place of employment. Thus, employees will be paid the difference <br />between their pay as an election judge and their regular rate of pay for their normal <br />workday. <br />The city reserves the right to restrict the number of employees absent from work for the <br />purpose of serving as an election judge to no more than 20 percent of the total work force <br />at any single worksite. <br />All employees eligible to vote at a State general election, at an election to fill a vacancy in <br />the office of United States Senator or Representative, or in a Presidential primary, will be <br />allowed time off with pay to vote on the election day. Employees wanting to take <br />advantage of such leave are required to work with their supervisors to avoid coverage <br />issues. Employees may be absent from work for the time necessary to vote to include <br />voting during the period allowed for voting in person before election day. <br />An employee may be absent from work to attend any meeting of the state central <br />committee or executive committee of a major political party if the employee is a member <br />of the committee.
