hour unpaid meal break. <br />Employees scheduled to work eight (8) or more hours per shift are required to take a half- <br />hour, unpaid meal break. <br />Meal and rest breaks shall be taken mid -shift; not at the start or end of a shift. <br />Employees of Northbound and Westbound Liquor are required to stay "on duty" in the <br />building and be reachable by other employees should their assistance be required during <br />their break. In consideration of this, Northbound and Westbound Liquor employees are <br />paid during their break time. <br />Employment of Relatives <br />All employees are hired as the most qualified candidate based on qualifications, skills, and <br />ability. Employment is not restricted to more than one member of a family (including <br />spouse, children, parents, siblings, in-laws, or other immediate relative). No family <br />member will be hired where: <br />■ One family member would have the authority or practical power to supervise, <br />appoint, remove, or discipline the other. <br />■ One family member would be responsible for auditing the work of the other. <br />■ Circumstances exist which would place the family member in a situation of actual <br />or reasonably foreseeable conflict between the city's interests and their own. <br />■ The family member has a relative employed by an organization with whom the city <br />has business dealings and in the city's judgment the position and job <br />responsibilities of both the employee and family member would create an <br />appearance of improper influence or favor or would jeopardize the confidentiality <br />of data maintained by the city. <br />Supplemental Employment <br />Elk River does not restrict employees from engaging in outside employment. However, <br />regular, full-time employees are expected to consider city work their primary employment. <br />Employees may not engage in outside employment that interferes with the performance <br />of one's city duties, that represents a conflict of interest, or that may influence or bias an <br />employee's job -related decision -making ability. <br />The city will not adjust work hours to facilitate the scheduling of outside employment. If a <br />supervisor believes an employee's outside employment is detrimental to the city and <br />his/her position, the employee may be asked to discontinue the outside employment. If an <br />employee is asked to discontinue outside employment and fails to do so, s/he may be <br />subject to discipline up to and including termination. <br />Page 15181 <br />Page 169 of 447 <br />
