Performance Appraisals <br />Performance appraisals are an opportunity for employees, supervisors, and the city to <br />assess employee job performance. The performance appraisal system is designed to: <br />■ Ensure that quality services are provided to the public at the least possible cost. <br />■ Motivate and develop employees to their fullest potential. <br />■ Clarify roles and mutual expectations of supervisors and employees. <br />■ Promote open and ongoing communication between employees at all levels, <br />including feedback from subordinates to supervisors. <br />■ Assist in determination of whether employees are meeting the established <br />performance standards for their position. <br />Performance appraisals generally will be maintained in the employee's electronic <br />personnel file. <br />Immediate supervisors will conduct performance appraisals annually and may conduct <br />formal or informal performance appraisals more frequently if necessary or prescribed by <br />the city administrator or the department director. The performance appraisal usually will <br />be in writing and must be acknowledged by the employee and supervisor. <br />Acknowledgement of the performance appraisal document by the employee recognizes <br />that the review has been discussed with the supervisor and does not necessarily <br />constitute agreement. Failure to acknowledge the document by the employee will not <br />delay processing. Employees do not have the right to change or grieve their performance <br />appraisal but may submit a written response which will be included in the employee's <br />profile. <br />Attendance <br />Every employee has an important role in maintaining a productive workplace. Therefore, it <br />is essential that all employees report to work every day as scheduled. Unsatisfactory <br />attendance, including reporting late to work and leaving work early may result in <br />disciplinary action up to and including discharge. <br />If an employee must be absent from work for any reason, other than approved time off, <br />s/he must notify his/her immediate supervisor at least thirty (30) minutes prior to the start <br />of his/her normal working hours. If an emergency prevents the employee from notifying <br />his/her supervisor at such time, the employee must call his/her immediate supervisor as <br />soon as possible during the workday. <br />Rest/Meal Break <br />Employees shall receive a paid rest break of fifteen (15) minutes or enough time to use the <br />nearest restroom, whichever is longer, away from job duties on one occasion during each <br />four (4) hour work shift. <br />Employees scheduled to work six (6) or more hours per shift are allowed to take a half - <br />Page 14181 <br />Page 168 of 447 <br />
