Upon satisfactory <br />completion of the landscaping the escrow funds, without interest, less any draw made by the City, <br />shall be returned to the person who deposited the funds with the City. All trees shall be warranted <br />to be alive, of good quality, and disease free for twelve (12) months after planting. If these permits are denied, or approval of the wetland <br />permit and mitigation plan is subject to conditions which significantly impact the Subdivision, the <br />final plat for the Subdivision shall be resubmitted to the City Council for consideration of changes <br />required for the wetland approvals. The City shall receive a copy of the monitoring report annually <br />for three years. <br /> 23. SPECIAL PROVISIONS. The following special provisions shall apply to plat development: <br />A.
