One of the conditions of approval for the plat requires the developer to enter into a <br />development contract with the city. The document outlines the costs and responsibilities of the developer, <br />along with warranty and financial surety arrangements. <br /> <br />The contract follows our general template, but the developer has asked for a change to the timing for building <br />permits and certificates of occupancy issuance. Historically, the city has not issued building permits until all <br />public improvements (streets, sidewalks, water, sewer, storm sewer, etc.) and private utilities (gas and <br />electric) have been completed. This is done to ensure that new residents can move into a completed home as <br />quickly as possible upon completion of construction and to ensure the public improvements are not damaged <br />during construction. <br /> <br />The contract provides an exception that allows half of the new lots (45 homes) to be eligible for a building <br />permit prior to completion of the private utilities and sidewalk, and for those homes to be eligible for <br />certificates of occupancy after private utilities have been completed, but prior to sidewalk work. <br /> <br />Staff agreed to this exception for the first addition as a means to support the developer as they kick off the <br />large subdivision.
