______________________________________________________________________________ <br /> <br />Page 1 of 1 <br /> <br /> <br /> UTILITIES COMMISSION MEETING <br /> <br />TO: <br />ERMU Commission <br />FROM: <br />Mark Hanson – General Manager <br />MEETING DATE: <br />November 12, 2025 <br />AGENDA ITEM NUMBER: <br />6.01a <br />SUBJECT: <br />Staff Update <br />ACTION REQUESTED: <br />None <br /> <br />DISCUSSION: <br />• ERMU’s HR Generalist and I have been working closely with our benefits consultant to <br />identify the best options for ERMU’s benefits programs and to plan our 2026 open <br />enrollment meetings. <br />• ERMU’s finance manager and administrations director and I have been meeting with our <br />cost of service consultant to identify and provide necessary data to support the on-going <br />cost of service study. <br />• Key staff and I have been meeting with Minnesota Municipal Power Agency (MMPA) <br />representatives in support of two large projects: connection of a 3.5 MW future solar <br />site to our Waco substation and the construction of MMPA’s renewable natural gas <br />project. Both projects require a significant amount of work by ERMU staff through the <br />spring of 2027. MMPA has expressed their appreciation of our ongoing partnership <br />efforts to ensure both projects are a success. <br />• I joined the City’s public works and community development directors in meeting with <br />the developer for the proposed northeast development (east of Twin Lakes Elementary <br />School). The roughly 200-acre site could include as many as 400 dwelling units, <br />depending on the final approved layout. <br />• The MMPA Board of Directors met on October 28, 2025, at Chaska City Hall in Chaska, <br />Minnesota, and via videoconference. Commissioner Stewart and I attended. The public <br />summary follows: <br />o The Board reviewed the Agency’s financial and operating performance for <br />September 2025. <br />o Participation in the residential Clean Energy Choice program increased by 36 <br />customers. Customer penetration for the program is 6.7%. <br />o The Board discussed the status of renewable projects the Agency is pursuing. <br />118
