______________________________________________________________________________ <br /> <br />Page 1 of 2 <br /> <br /> <br /> UTILITIES COMMISSION MEETING <br /> <br />TO: <br />ERMU Commission <br />FROM: <br />Mark Hanson - General Manager <br />MEETING DATE: <br />November 12, 2025 <br />AGENDA ITEM NUMBER: <br />5.10 <br />SUBJECT: <br />Advanced Metering Infrastructure Update (AMI) <br />ACTION REQUESTED: <br />None <br /> <br />BACKGROUND: <br />Following the Advanced Metering Infrastructure discussion and commission direction during <br />the September 9, 2025, and October 14, 2025, commission meetings, staff took steps to contact <br />the remaining residential water customers who had not scheduled their water meter <br />replacement. To ensure consistent communication, all outreach was aligned with Elk River City <br />Ordinance 78-24, which requires property owners to provide Elk River Municipal Utilities <br />(ERMU) with access to meters for the purpose of maintenance and replacement. <br /> <br />• On September 15, 2025, certified letters were sent to 75 non-responsive residential <br />water customers, requiring a response by October 3, 2025, to avoid further action and <br />possible disconnection for failing to replace their water meter. <br />• On October 6, 2025, disconnection notices were posted for 54 non-responsive <br />residential water customers, requiring a response by October 21, 2025, to avoid water <br />service disconnection for failing to replace their water meter. <br />• From October 9-17, 2025, water staff visited properties requiring water meter <br />replacement to locate, and verify access to, water shut off valves. Staff had meters <br />available for immediate replacement. <br />• On October 22, staff reviewed the four remaining customers who have not yet replaced <br />their water meters. Three of these customers were found to have inoperable shut-off <br />valves. In accordance with city ordinance, a notice was mailed and posted at each <br />service address. The notice instructed customers to schedule an appointment by <br />Monday, October 27. If no appointment was scheduled, a contractor would perform the <br />necessary repairs at the owner’s expense to enable ERMU staff to shut off the water at <br />the valve. <br /> <br />DISCUSSION: <br />As of October 29, 2025, all residential water meters have been replaced or retrofitted, totaling <br />5,204 meters during the AMI project. ERMU and our plumbing contractor, Archer Plumbing, are <br />currently working with the remaining seven commercial customers on water meter exchanges, <br />with 528 commercial meters replaced or retrofitted to date. <br />108
