The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br /> <br />Request for Action <br /> <br />To <br />City Council <br />Item Number <br />4.6 <br /> <br />Meeting Date <br />November 3, 2025 <br />Prepared By <br />Joe Stremcha, Business Services Director/Assistant <br />City Administrator <br /> <br />Item Description <br />Ordinance Amendment 25-15: Community Event <br />Center Commission <br />Reviewed by <br />Joe Stremcha <br />Cal Portner <br />Tina Allard <br /> <br />Action Requested <br />Approve, by motion, an ordinance amendment as recommended by the Community Event Center <br />Commission. <br /> <br /> <br />Background/Discussion <br />Motion by Commissioner Beyer and seconded by Vice Chair Walker to recommend the following ordinance <br />changes to City Council: <br />▪ Remove section 4 (3) - developing an annual report on the outcomes and activities of the facility to the <br />City Council, as this will now be completed by staff. <br />▪ Remove section 4 (4) - no longer review facility rental rates and recommend a fee schedule to the <br />City Council for incorporation into the annual budget. <br />▪ Revise section 4 (5) to: The Commission shall recommend a preliminary budget that balances facility <br />revenue and expenses. The budget will include projected revenue, expenses, transfers, and capital <br />improvements and shall be completed no later than June 30 of each year. <br /> <br /> <br />Financial Impact <br />None. <br /> <br />Mission/Policy/Goal <br />Work with citizens to achieve goals. <br /> <br />Attachments <br />1.
