Key Points <br />The City of Elk River does not currently have any ordinance that deviates <br />from the state statutes that govern the use of electric bicycles, EPAMDs, or <br />motorized foot scooters. <br />The Sherburne County Commissioners recently established an ordinance on <br />the county’s parks and trails that limits all bicycles to 20 MPH and prohibits <br />the use of any motorized bicycle that is not an electric assisted bicycle. <br />The City of Monticello recently amended their ordinance to prohibit Class 3 <br />e-bikes on trails when their motors are engaged, while also prohibiting <br />scooters, hoverboards, Segways and similar devices from playgrounds within <br />city limits. <br />Page 28 of 57
