This is a DRAFT and is subject to change <br />Main Street Family Services Family Resource Center Guide to SAHA Funds <br />The Main Street Family Resource Center, managing Statewide Affordable Housing Aid (SAHA) <br />funds for the City of Elk River, aligns its recipient guidelines with both the grant expectations and <br />its mission to support family stability and well-being. <br />General Guidelines for SAHA Fund Recipients <br />Eligibility Criteria <br /> Must be a resident of Elk River. <br /> Must demonstrate financial need or housing instability. <br /> Priority may be given to families with children, seniors, or individuals with disabilities. <br /> Funds are not available for crises resulting from fraud or misrepresentation on the part of <br />the individual/family. <br /> The emergency must not have been caused by money mismanagement. <br />Money mismanagement is defined as: <br /> Repeated inability to plan the use of income to meet necessary expenditures. <br /> Repeated failure to meet obligations for rent, utilities, food, and other <br />essentials. <br /> Repeated eviction notices and/or utility disconnects. <br /> Repeated use of Emergency Assistance funds. <br /> Utilizing money on unnecessary purchases that may have led to or caused an <br />emergency. <br /> Funds will be approved for the most cost-effective solution. <br /> Payment in combination with other resources must be able to resolve the emergency, not <br />just postpone it. <br /> Eligible households must first apply through the Sherburne County Emergency Assistance <br />(EA/EGA) programs when applying for emergency assistance for housing or utilities. <br /> Within the time necessary to resolve the crisis, the household must be unable to resolve its <br />emergency by combining the following sources of all household members: <br /> Liquid assets & any other assets can quickly liquidate (not including vehicles); and <br /> Income they anticipate receiving. <br /> Tax refunds; and <br /> Other funds for which they are eligible. <br /> Any of the guidelines listed above may be waived only with supervisory approval. <br /> <br />Page 59 of 65
