Include: 1) existing <br />and proposed additional parking spaces, 2) estimated total average daily traffic generated, <br />3) estimated maximum peak hour traffic generated and time of occurrence, 4) indicate <br />source of trip generation rates used in the estimates, and 5) availability of transit and/or <br />other alternative transportation modes. <br />Trip Generation <br />A traffic impact study was completed for the Oakwater Ridge development (dated April 2nd, <br />2025) and included as Appendix N. The study included the following intersections: <br /> Highway 10 & 165th Avenue NW/Specht’s Lane <br /> Highway 10 & 171st Avenue NW <br /> <br />“The AM peak traffic hour was found to occur from 6:45-7:45 AM and the PM peak traffic hour <br />was found to occur from 3:45-4:45 PM” based on existing turning movement counts taken on <br />Wednesday, November 13th, 2024 (Appendix N). “The volume of vehicle trips generated by the <br />Proposed Project has been estimated for the weekday AM and PM peak hours and on a daily <br />basis using the data and methodology described in the Institute of Transportation Engineers’ Trip <br />Generation Manual, 11th Edition” (Appendix N). “The proposed 536 single-family homes are <br />estimated to generate 375 trips (94 entering and 281 exiting) during the morning traffic peak <br />hour, 503 trips (317 entering and 186 exiting) during the evening traffic peak hour and 5,054 <br />daily trips”. When the future Twin Lakes Interchange is constructed the commercial potential of <br />the site is likely to develop. “Full Build with Commercial is estimated to generate 516 trips (180 <br />entering and 336 exiting) during the morning traffic peak hour, 764 trips (441 entering and 323 <br />exiting) during the evening traffic peak hour and 7,928 daily trips. These trips are presented to <br />use in planning for the future interchange.” “Growth in background traffic was considered with <br />roadway specific annual growth rates estimated by reviewing historical MnDOT traffic counts.” <br />(Appendix N). <br /> <br />Parking <br />Section 30-903 of Chapter 30 of the City code outlines the minimum parking requirements. <br />Single-family dwellings require one enclosed parking space plus two off-street spaces. The <br />development will adhere to the minimum parking requirements set forth by the City. The future <br />tenant of the commercial lot is not known at this time. The future developer of the commercial <br />lot will be subject to Section 30-903 of Chapter 30 of the City code. Convenience stores require <br />at least one parking space per two hundred square feet of floor area, but not less than six spaces. <br />Retail stores require one parking space for each two hundred square feet of floor area. The <br />layout/footprint of the commercial parcel will be finalized in subsequent review/permitting <br />processes. <br /> <br />Transit <br />The NorthStar Commuter Line offers service between Big Lake and downtown Minneapolis. The <br />Elk River Station is located near the site at the intersection of Twin Lakes Road and 171 st Lane <br />(5). <br />
