Page 49 <br /> <br /> <br />19. Noise <br /> <br />a) Describe sources, characteristics, duration, quantities, and intensity of noise generated <br />during project construction and operation. Discuss the effect of noise in the vicinity of the <br />project including: <br />i) Existing noise levels/sources in the area <br />ii) Nearby sensitive receptors <br />iii) Conformance to state noise standards <br />iv) Quality of life. Identify measures that will be taken to minimize or mitigate the effects <br />of noise. <br /> <br />A noise study was not completed for the preparation of this EAW. Existing noise sources on site <br />consist of noise from agricultural machinery. Offsite, vehicle traffic from Minnesota Highway <br />101 and U.S. 10 generates noise that may/would affect future residences. Commercial/industrial <br />businesses in the east of the project area also contribute to noise. Nearby sensitive receptors <br />include residences north of the project area and west of the Mississippi River. <br /> <br />Project construction will result in a temporary increase in noise levels. The different phases of <br />development will result in varying noise levels depending on the amount of construction that <br />occurs simultaneously, the time of operation, and the distance between construction equipment <br />and receptors. For example, grading will require heavy machinery. Development would adhere <br />to the City code (Chapter 30 Section 30-962), which does not permit construction activities (all <br />excavation, grading, and filling operations) except between the hours of 7:00 am and 7:00 pm <br />Monday through Saturday (2). The project is expected to minimize disturbances caused by <br />construction noise and conform to Minnesota noise rule and standards (Minnesota State Statue <br />7030.0030). Construction equipment will be properly muffled and maintained in working order. <br /> <br />The development will consist of residential homes and commercial space that are not expected to <br />emit noise levels exceeding state noise standards and is aligned with the planned future land <br />uses. To mitigate noise from U.S. 10 for future residents, a berm with vegetation is planned <br />between the homes and U.S. 10. The project is not expected to generate noise that will affect the <br />quality of life for nearby residents despite anticipated local noise volume/quantity to increase <br />after development. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
