The following section outlines mitigation measures to limit <br />potential impacts during the construction phase and site operation. <br /> <br />Federally Listed Species <br />The Northern Long-Eared Bat (Myotis septentrionalis) was not identified on the USFWS IPaC <br />species list (Appendix L). The project area was also not within bat’s range based on the USFWS <br />Northern Long-Eared Bat Map (34). Given the bat was not identified on the USFWS species list <br />it is assumed the project will have no effect. <br /> <br />The IPaC Minnesota-Wisconsin determination key determined the project will have ‘no effect’ <br />on the Monarch Butterfly (Danaus plexippus) (Appendix L). <br /> <br />The IPaC Minnesota-Wisconsin determination key determined the project will have ‘no effect’ <br />on the Whooping Crane (Grus americana) (Appendix L). <br /> <br />The Western Regal Fritillary (Argynnis idalia occidentalis) butterflies live in large grassland <br />areas with prairie remnants or lightly grazed pasture lands containing prairie vegetation (38). <br />Regal fritillary butterflies depend on violet (Violet spp.) hostplants for larvae (39). The current <br />extent of violets onsite is unknown, but it is assumed to be primarily limited to the wooded areas <br />(Appendix L). <br /> <br />Invasive Species <br />Non-native and invasive species are currently present onsite. There is an opportunity for <br />additional invasive plant species to be introduced either during construction or the life cycle of <br />the development. The majority of the site will be graded and re-vegetated. If areas of invasive <br />species do develop, they would be controlled in accordance with local and state invasive and <br />noxious weed regulation. <br /> <br />d) Identify measures that will be taken to avoid, minimize, or mitigate the adverse effects to <br />fish, wildlife, plant communities, ecosystems, and sensitive ecological resources. <br /> <br />To minimize potential impacts to the Blanding’s turtle, the list of recommendations from <br />MnDNR’s NHIS letter will be followed (Appendix K). <br /> <br />To minimize potential impacts to the Black sandshell, “it is important that effective erosion <br />prevention and sediment control practices be implemented and maintained throughout the <br />duration of the project and incorporated into stormwater management plans” (Appendix K). The <br />forthcoming Stormwater Pollution Prevention Plan (SWPPP) will be followed to limit erosion <br />and sedimentation. Any future floating docks will be permitted and reviewed by the MnDNR. <br /> <br />To minimize potential impacts to the western regal fritillary butterflies, much of the western <br />wooded bluff/hillslope will be unaffected. The riparian lots along the hillslope are expected to <br />have minimal impervious surface. <br />
