Contamination/Hazardous Materials/Wastes: <br /> <br />a) Pre-project site conditions - Describe existing contamination or potential environmental <br />hazards on or in close proximity to the project site such as soil or ground water <br />contamination, abandoned dumps, closed landfills, existing or abandoned storage tanks, <br />and hazardous liquid or gas pipelines. Discuss any potential environmental effects from <br />pre-project site conditions that would be caused or exacerbated by project construction <br />and operation. Identify measures to avoid, minimize or mitigate adverse effects from <br />existing contamination or potential environmental hazards. Include development of a <br />Contingency Plan or Response Action Plan. <br /> <br />The Minnesota Pollution Control Agency (MPCA) and Minnesota Department of Agriculture <br />(MDA) “What’s in My Neighborhood” (WIMN) map identified several active hazardous waste <br />generators and sources of agricultural chemical soil/groundwater contamination within one mile <br />of the project area (27) (28). Figure 22 summarizes MPCA potentially contaminated sites within <br />one mile of the project area. Table 21 summarizes the sites within one mile of the project area; a <br />full list of all 101 sites within one mile is included in Appendix J. No active sites were identified <br />within the project area boundaries (27). <br /> <br />Table 21. The Pipsqueak Property is a petroleum brownfield and MPCA leak site (PB4170 & <br />LS0018753) approximately fifty feet from the project area. Per the MPCA’s site closure <br />documentation the contamination has been adequately addressed but the contamination may still <br />be present. Steve’s Oil Service corresponds to MPCA leak site (LS0001649) and is fifty feet <br />north of the project area. <br /> <br />The MDA WIMN did not identify any records of potentially contaminated sites within the <br />project area. One ‘small spill and investigation’ was identified within one mile of the project area <br />(Table 22 on the following page). No sites were identified within the project area boundaries <br />(28). <br /> <br /> <br />
