Table 16 summarizes the <br />type of well and Appendix G includes a table of all 169 wells within one mile of the project <br />area. No wells were identified within the project area by the County Well Index. The Phase I <br />Environmental Report states that according to the “site owner, the property is currently <br />connected to a water supply well” (Appendix H). <br /> <br />Table 16. The Elk <br />River website states the wastewater system consists of twenty-one lift stations, 77 miles of <br />pipeline, and the Treatment Plant (24). The Elk River Comprehensive Plan states the system <br />includes “approximately 81 miles of sewer lines and 21 lift stations that transport sewage to the <br />treatment plant that is located near the intersection of U.S. Highway 10 and 169” (5). The current <br />plant was built in 2017 and doubled the treatment capacity (5). “The City’s investment in <br />upgrading treatment capacity was based on estimates of 2035 daily flow and projected areas of <br />development” (5). Per City staff, the Elk River Wastewater Treatment Plant is currently treating <br />1.4 million gallons per day (MGD). The facility is designed to treat an average dry weather flow <br />of 3.98 MGD and an average wet weather flow of 4.54 MGD. The only pretreatment measures <br />are those that occur at the treatment facility. <br /> <br />The comprehensive plan also states, “while there appears to be sufficient capacity at the <br />treatment plant, wastewater services could potentially be constrained by the capacity of the <br />pipeline system that conveys wastewater to the plant” (5). The existing sanitary sewer connection <br />is located at the intersection of 165th Avenue NW & Gateway Road NW. The City reviewed this <br />portion of sanitary sewer’s ability to handle added capacity for the Nature's Edge Business <br />Center 3rd addition improvements. With project development a lift station will be installed to <br />move sanitary sewer to the 165th and Gateway intersection for the project to have service. The
