Relationship to Property:Tax Assessor Department
Comments:Tax Assessor Department records were reviewed (Section 4.3) and can be found in
Appendix D.
Opinion:The diesel and gasoline USTs located on the former bus lot, and the gasoline UST located
near the garage are considered a REC since it is possible that petroleum contamination is present
near the tanks.
The bus maintenance garage is considered a REC due to the use and storage of hazardous chemicals/
petroleum products, including chlorinated solvent compounds used in brake cleaner, commonly
associated with vehicle maintenance. In addition, an oil change pit and floor drains are located in the
bus garage. The floor drains reportedly drain out into a buried drum with holes in it located near the
building. It is possible that hazardous chemicals have drained out into the subsurface of the Site.
The surficial solid waste area is considered a REC since the quantity and types of waste present are
unknown, and it is possible that petroleum and/or hazardous substances are present.
The fertilizer storage area and pesticide storage, loading, and mixing area are considered RECs since
it is possible that chemicals are present in the soil in these areas due to spillage over time.
Phase I Environmental Site Assessment
16330 US Highway 10 NW, Elk River, Minnesota September 4, 2024
Carlson McCain, Inc.Page 20
