Distance (feet) & Direction: 664 feet east-northeast Hydrologic Position to the Property: Up-gradient Databases Listed:AFS, AIRS, AST, CLP, DOCKET, ECHO, EMI, EPA UST, FRS, HIST AST, HIST SPILLS, HIST TANK SITES, HIST UST, HWG, MANIFEST, MANIFEST EPA, NPDES, PFAS INDUSTRY, RCRA_VSQG, SPILLS, SWF/LF, T 2, UST, WIMN Comments: Industry classification listed as "Materials Recovery Facilities" and "Other Warehousing and Storage". Inactive Solid Waste permit- SW-305 "Closed Landfill- privately managed, Permitted Solid Waste Facility". Numerous spill listings were found, mostly from hydraulic leaks from crane equipment resulting in hydraulic fluid spills inside the building. All the spills were issued regulatory closure. The hydraulic fluid spills were 10-50-gallons in size. One spill resulted in a 400-gallon sewage release. Listed in the PFAS INDUSTRY database Inactive air quality permit. Air pollutant class is listed as "minor emissions". Air operating status is permanently closed. Pollutants listed include carbon monoxide, lead, nitrogen oxides, particulate matter, sulfur dioxide, and volatile organic compounds (VOCs). Three (two 250-gallon and one 200-gallon) aboveground storage tanks (ASTs) containing hydraulic fluid and fuel oil #1 are listed as active. One 12,000-gallon UST containing diesel is listed as removed. Listed as a very small quantity hazardous waste generator. No violations were found. Listed in the T 2 database for diesel fuel, mineral oil, lube oil, and electrical equipment fluids storage. Opinion:This site is not considered a REC for the Property since the numerous spill listings occured inside the facility and were all issued regulatory closure. In addition, this site is located a considerable distance away. It should be noted that this is a limited file search and does not include a complete review of all records and reports. However, the database report does contain a comprehensive listing of most sites that are known to be or are suspected to have environmental concerns.For this Phase I ESA, the database file search appeared to provide sufficient and current information on potential or reported environmental impacts at or near the Property.A detailed map and description of the facilities identified in the State and Federal databases are included in Appendix B. 4.2.4 Institutional Controls The MPCA maintains an on-line dataset of Institutional Controls (ICs) in Minnesota.IC’s are restrictions, conditions, or controls intended to protect the integrity of a response action and help minimize the potential for exposure to contamination. This dataset was accessed on July 3, 2024; there were no IC's associated with the Property or the adjacent properties. 4.3 File Review The following local files were reviewed as part of this Phase I ESA and can be found in Appendix D.
