The Phase II historic resources inventory conducted between January and April 2002 <br />focused on 23 downtown properties located within a four -block area (see attached map). <br />The study found that although a good number of properties remain from the period <br />1898 to 1920, only two have survived without fairly significant exterior alterations. <br />None appear to be eligible for listing on the National Register of Historic Places. <br />However, although individual buildings have been altered, much of the general historic <br />character of turn -of- the -century downtown Elk River has nevertheless survived. <br />Character -defining features of downtown include the pedestrian -oriented size and scale <br />of Main and Jackson street buildings, the integrity of the original street grid and its <br />relationship to the Mississippi River, and the arrangement of buildings around Jackson <br />Square, once Elk River's downtown park. <br />The remaining buildings should not be written off. Each possesses a rich record of <br />connection with a century of Elk River history. Most have the potential for restoration <br />and adaptive reuse and can anchor well -planned new downtown development. <br />
