Elk River Municipal Utilities [Village Hall] <br />Abstracts Village Council Minutes (Elk River) <br />1928 <br />June 4t": Discussion of constructing a village hall. The question as to the economy of <br />erecting a building on the lot donated to the Village by Mr. Houlton for the purpose of the Fire <br />Apparatus was discussed favorably as the Village is paying about $500.00 yearly rent. It was <br />thought better to pay that much interest and erect a building more suitable for the village <br />purposes and combine library, council room and engine house. The matter will receive the early <br />attention of the council. <br />August 6`": Call for a special election to bond $7000 for the construction of a Library/Council <br />Room, Engine House and Jail. <br />August 10: Approved resolution to bond $7500 for erection of first Village Hall, election to <br />be September 1928. <br />September 10: <br />[Approval of bonds] Clerk read notice of Special Election held September 5, 1928 to authorize <br />State of Minnesota Bonds for a Village Hall. 134 for, 32 against. <br />Need to remove 213 yards of dirt to bring it down to grade. Clerk instructed to advertise for bids. <br />Building Committee assigned: C. H. Bade, Thomas E. Beck, W. F. Chadbourne <br />September 22: Bids and Specifications were prepared by W. F. Chadbourne <br />Bids for constructions, not including healing plant or jail cells, or vault. The three bids were: <br />Isle Building Co. $9875 <br />Bock Building Co. (Milaca) $8800 <br />Cavanaugh Bros. (Robbinsdale) $8269 <br />All three bids were over the bonded amount, $7500. The bids were rejected. Contractors were <br />notified that a change would be made in the plans and be resubmitted to them at an early date. <br />September 29: Bid for construction was awarded to lowest bidder, Cavanaugh Brothers of <br />Robbinsdale. [Amount not in minutes, but the higher bidder was Bock Building Col for $7200]. <br />Company owner John F. Cavanaugh agrees to begin immediately and push to complete at "an <br />early date". <br />
