This study determined a ¾ J-Turn <br />with signals added at the 165th Avenue intersection and at the south U-turn could be a feasible intersection <br />improvement for the future development traffic loads. It was identified that these signals will impact corridor <br />mobility on TH 10/169 and recommended an Intersection Control Evaluation (ICE) report be completed to verify <br />the specific improvements needed. This proposal is to take the J-Turn from concept to final construction. To <br />have this project delivered in an efficient and timely way, you will need a team of engineers that have a history <br />of completing this type of work and has relationships with the interested parties. We understand what needs to <br />be accomplished for the successful completion of this J-Turn project. <br />Proven and Experienced Team – Our Bolton & Menk team is a collaborative group of industry experts. <br />We have experience in completing ICE reports and delivering J-Turn projects that meet MnDOT requirements. <br />We have an extensive history of applying our expertise in traffic engineering, preliminary and final design, and <br />construction related projects like this. I recently led a team in working with MnDOT District 3 to complete the TH <br />65 & Cajima J-Turn in Isanti under an aggressive schedule. <br />Understanding of Project Constraints – We’ve done our homework and understand the primary <br />challenges of this project, including the desire to complete this J-Turn in 2026 and evaluate the need for the <br />addition of signals. Our initial understanding of design challenges and understanding of the MnDOT approval <br />process will help keep project costs down and save you valuable time and resources. We will lead the City <br />through the study and design, listening to stakeholder concerns and incorporating their ideas while pushing for a <br />fast project delivery. <br />Responsive and Transparent Communication – Active project communication is key to ensure all <br />parties agree, unexpected changes are addressed early, and budget and scope is managed effectively. We will <br />strive to achieve a shared project vision by the end of the ICE report development which will be essential for <br />efficiency moving forward. Our project communication approach will set expectations early in the project and <br />allow us to keep vested parties informed. <br />In continued service to the City of Elk River, we are excited at the opportunity to complete this J-Turn project.
