The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br /> <br />Request for Action <br /> <br />To <br />City Council <br />Item Number <br />4.5 <br /> <br />Meeting Date <br />June 2, 2025 <br />Prepared By <br />Joe Stremcha, Business Services Director/Assistant <br />City Administrator <br /> <br />Item Description <br />FT Center Field House Improvements <br />Reviewed by <br />Katie Harstad <br />Cal Portner <br />Tina Allard <br /> <br />Action Requested <br />Approve, by motion, the proposal from Thompson Construction of Princeton Inc. for $109,665 for a <br />concrete floor installation in the field house as detailed in our request for proposals. <br /> <br />Approve, by motion, the proposal from Becker Arena Products, Inc. for $127,557 to remove, modify, and <br />reinstall our existing AT740 Sporturf by adding Velcro. <br /> <br /> <br />Background/Discussion <br />The primary source of funding is a result of the American Rescue Plan Act (ARPA) revenue replacement for <br />the FT Center due to the negative impacts of COVID. The city has $405,000 earmarked for field house <br />improvements. The project is not supplemented with any property or sales tax revenue. Staff sought <br />$500,000 through the Minnesota Multi-Purpose Community Facility Projects FT25 Grant, but our project was <br />not awarded. <br /> <br />Staff solicited quotes for the following: <br /> <br />Concrete floor 196' x 114' beneath turf: <br />▪ Remove 4" of the existing gravel base <br />▪ Form and pour 4" of 4500 PSI concrete with fiber mesh, <br />▪ Smooth finish <br />▪ Place control joints <br />▪ Apply sealer. <br /> <br />The turf was newly installed in 2020 and has a life expectancy of roughly 10 years. The turf has had limited use <br />due to COVID and seasonal high utilization since its installation. Sporturf modifications to be completed by <br />Becker Arena Products, Inc. include: <br />▪ All existing AT740 Sporturf to be cut at 12’ increments and rolled: <br />Page 58 of 247
