The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br /> <br />Request for Action <br /> <br />To <br />City Council <br />Item Number <br />4.11 <br /> <br />Meeting Date <br />June 16, 2025 <br />Prepared By <br />Jolene Richter, Deputy Clerk <br /> <br />Item Description <br />Resolution 25-26: Premises Permit for Elk River <br />Youth Hockey Association at Applebee's <br />Reviewed by <br />Cal Portner <br />Tina Allard <br /> <br />Action Requested <br />Adopt Resolution 25-26 approving a premises permit for the Elk River Youth Hockey Association at <br />Applebee's. <br /> <br /> <br />Background/Discussion <br />The Elk River Youth Hockey Association (ERYHA) requested a premises permit for gambling at Applebee's, <br />18891 Freeport St NW. <br /> <br />ERYHA holds permits for McCoy's Pub, Sammy's Pizza, Buffalo Wild Wings and Furniture and Things <br />Community Event Center. The city ordinance allows applications for premises permits that are not eligible <br />due to the limit on permits to be granted a waiver from the City Council if, within 30 days of the date of <br />submittal of the premises permit application to the city, no other eligible organization has applied to operate <br />gambling activities at the premises applied for by the ineligible organization. <br /> <br />Eligible gambling organizations were notified of the request by ERYHA and no other applications to operate a <br />premises permit at Applebee's were received within 30 days. <br /> <br />The Gambling Control Board requires the local unit of government where the premises are located to <br />approve the request by resolution before the applicant can submit their application to the Gambling Control <br />Board. <br /> <br />Financial Impact <br />N/A <br /> <br />Mission/Policy/Goal <br />Elk River Mission <br /> <br />Attachments <br />1.
