Strikethroughs to be removed <br />Underlines to be added <br />Ordinance 25-09 <br />An Ordinance Amending Chapter 2, Division 4, Multipurpose Facility Advisory <br />Commission of the City of Elk River, Minnesota, City Code <br />The City Council of the City of Elk River does hereby ordain as follows: <br />SECTION 1. That §2-250. Established of the City of Elk River Code of Ordinances shall be <br />amended as follows: <br />There is hereby continued, as heretofore created, a community event center commission. <br />SECTION 2. That §2-251. Membership of the City of Elk River Code of Ordinances shall be <br />amended as follows: <br />The commission shall consist of five members appointed by the council to include: <br />(1) A city resident and member in good standing of the Elk River senior center. <br />(2) A sitting member of the city council. <br />(3) Three at-large residents of the community with preference given to city residents, but <br />residency by itself shall not be disqualified. <br />Up to two representatives do not need to be residents of the City of Elk River, but at least one <br />of them must own a business or work (full-time) within the city limits while serving on the <br />commission at any one time. <br />SECTION 3. That §2- 252. Purpose of the City of Elk River Code of Ordinances shall be amended <br />as follows: <br />The commission shall set goals and expectations for the community use and enjoyment of the <br />community event center. The commission shall seek community input regarding the use and <br />development of the facility and make recommendations to the city council to protect and preserve <br />the facility as an asset to the community. The commission shall recommend an operational budget <br />and capital plan that meets or exceeds the goals, values, and vision of the facility. <br />SECTION 4. That §2- 253. Powers and Duties of the City of Elk River Code of Ordinances shall <br />be amended as follows: <br />The community event center commission authority shall include, but not be limited to, the <br />study and recommendation to the city council on the following: <br />(1) Review the value and mission statement annually and amend as so desired. <br />(2) Serves as a conduit to the public to gain feedback on the effectiveness of the facility and <br />services provided. Holds at least one annual public hearing to receive community <br />comments regarding the operation, use, and future development of the facility. <br />(3) Develop an annual report on the outcomes and activities of the facility to the city council. <br />Page 179 of 197
