EXISTING CONDITIONS <br /> <br />Street <br /> <br />Highland Road was constructed in the 1970's and received a bituminous overlay in the 1990's. It <br />acts as a east-west connector road between Proctor Road and Jackson Street and provides access to <br />the residences along connecting streets. There is an Average Daily Traffic (ADT) of 3,000 vehicles <br />(2003 count) consisting primarily of automobiles. The existing road section is typically 40 feet <br />wide. It is presently a rural section with no curb and gutter. Much of the adjacent grass boulevard is <br />higher than the road so stormwater flows along the edge of the pavement until it reaches low areas <br />where it can drain away from the road. <br /> <br />The existing pavement is degraded with extensive cracks and potholes throughout its length. The <br />condition has deteriorated enough that it requires ongoing expenditure of maintenance funds to keep <br />serviceable and could pose a safety hazard to motorists. The roadway has reached the end of its <br />serviceable life and needs reconstruction. <br /> <br />There are presently no facilities for pedestrian movement. The only choices are to walk in the street <br />or on the grass boulevard area, an option made more difficult in winter due to snow storage from <br />plowing operations. With the area's residential housing and nearby school, there is a high use of the <br />roadway by pedestrians. The lack of sidewalks does present a safety concern for pedestrians. <br /> <br />Sanitary Sewer <br /> <br />Residences in the area are currently served by individual septic systems. In 1997, sanitary sewer <br />was extended to the north right-of-way line from the adjacent Cottages of Elk River project and a <br />manhole was placed mid-way between Jackson Street and 192nd Avenue NW. Sanitary sewer along <br />Highland Road east ofthe west loop of Norfolk Street can drain to that manhole. The existing <br />sanitary sewer system is shown on Exhibit 2. <br /> <br />Watermain <br /> <br />Area residents are currently served by individual wells. A project in 1997 by Elk River Municipal <br />Utilities installed a 16" watermain in the grass boulevard along the north side of Highland Road. <br />The purpose of the watermain installation was to provide a connection between the high pressure <br />water zones in the east and west areas of the city. Hydrants and a 10" service connection to the Salk <br />Middle School were installed as part of the project, but no stubs into adjacent streets or services to <br />individual lots were provided.
