INTRODUCTION <br /> <br />This feasibility report for street reconstruction and utility improvements on Highland Road was <br />authorized through Council Resolution 05-125 adopted by the Elk River City Council on November <br />21,2005. The location of the proposed project is presented on Exhibit 1 and as follows: <br /> <br />Street <br />Highland Road <br /> <br />From <br />Proctor Road <br /> <br />To <br />Jackson Street <br /> <br />Length <br />3900 feet <br /> <br />II. PROJECT SCOPE <br /> <br />The purpose of this study is to analyze the feasibility of street reconstruction improvements on <br />Highland Road. This study will discuss the existing conditions of the streets, public utilities and <br />storm drainage. Also addressed within this report are the proposed improvements, estimated project <br />costs, proposed project funding sources, and an anticipated project schedule. This project will be <br />accomplished under Minnesota Statute 429, and will thus require public hearing and an assessment <br />hearing. Project costs consist of estimated construction costs plus overhead, which includes City <br />administration, engineering, fiscal, and legal expenses. The City's current assessment policy and <br />past practices will be used as a guide to discuss financing methods for this project. <br /> <br />III. NECESSITY AND COST-EFFECTIVENESS <br /> <br />Highland Road is in poor condition and has no pedestrian facilities. The project is necessary in <br />order to provide the residents of the City with safe and adequate public transportation facilities for <br />both vehicle and pedestrian traffic and a storm drainage system. <br /> <br />The project will minimize future maintenance costs and the scope is large enough to keep <br />construction bid prices competitive. From this standpoint the project is cost-effective. <br /> <br />1 <br />
