<br />The connection to the water system will need to be provided by a wet tap so that water <br />service to other existing properties is not disrupted. There is significant traffic on <br />Freeport Avenue, so much more detail about how the connection to the existing utilities <br />will be accomplished, at what time it will be accomplished, how traffic will be detoured, <br />and how quickly the road will be repaired and opened back to traffic needs to be <br />provided. <br /> <br />4. Storm sewer calculations were provided prepared by Duffy Engineering & Associates. <br />These have been reviewed and are acceptable. However, the outlet from the storm <br />sewer pond located in the southerly comer of the lot is proposed to just outlet onto the <br />School District property. This is unacceptable. The outlet will need to be connected to <br />the existing trunk storm sewer which flows through and easement on the School District <br />property. Also, there will need to be an easement from the School District for this <br />storm sewer outlet to be accomplished. <br /> <br />5. The site is in excess of one acre and therefore, will require an NPDES permit and a <br />Storm Water Pollution Prevention Plan (SWPPP). The plan does show silt fence around <br />the entire site. It also shows two temporary rock construction entrances for the mass <br />grading and utility development of the site. Only one construction access will be <br />allowed. <br /> <br />The site generally flows from north to south. The proposed elevations at the northern <br />part of the site are approximately 934 with the bottom of the pond at approximately 919, <br />meaning that there is 15 feet of fall from highest point to lowest point. Given this much <br />fall and direction of drainage, a temporary sedimentation basin needs to be constructed <br />as part of the SWPPP to prevent erosion from leaving the site. The permanent pond <br />could be used for this purpose. It should be noted that this should be constructed first <br />and restored in such a fashion so that it can act as the temporary sedimentation basin <br />until the rest of the site is developed and permanent cover is established.
