As you are aware, this is a portion of the School District property that <br />is proposed to be developed into two commercial lots. Based on our review we would offer <br />the following comments: <br /> <br />1. The information we reviewed was prepared by Duffy Engineering & Associates, Inc. and <br />included a preliminary- plat, preliminary- grading and erosion control plan, and a <br />preliminary- utility plan. <br /> <br />2. There are two driveways proposed that are just slightly offset from the existing <br />driveways on the east side of Freeport Avenue. For traffic considerations, the proposed <br />driveways should line up exactly with the driveways on the east side. Otherwise, left <br />turning movements will be at significant conflict. <br /> <br />3. Sewer and water service is proposed by tapping into the existing facilities located in <br />Freeport Avenue. The proposal is to extend an 8-inch sanitary- sewer service into a <br />manhole in the site with individual 6-inch services extended to each building. Water <br />service is proposed to be provided by connecting an 8-inch water line to the existing <br />water line in Freeport Avenue and extending it into the site. From there, a 6-inch service <br />is extended to each building site and a hydrant is placed near the rear of the southerly <br />building (Final hydrant location(s) will need to be verified with the Fire ChieQ. Since <br />more than one property is serviced off each of these facilities, they will be deemed to be <br />public utilities and therefore, a sewer and water easement will be required over the sewer <br />and water through the location of the hydrant. <br /> <br />Phone: 763.635.1000 <br />Fax: 763.635.1090 <br /> <br />www.cLelk-river.mn.us <br />
