.

have identified the need for a PCS site in the Elk River area. The site along Hwy 169 and

south of 225th Ave. is within the geographic area in which a facility must be located in order

for it to function as an integral part of the PCS network.

The property was sdected based on its satisfying Cingular RF criteria (including

antenna height) and American Tower Corporation and Cingular's review of local land uses

and site availability. Specifically, proximity to the Hutchinson residential and business

communities and major roadways were rdevant siting criteria.

The property is zoned Agricultural. Access will be provided to the

WTSF via the proposed entry ways to the property leading off from the south side of 225th

Ave. to the proposed site. Hence the facility will not have any material impact on either

traffic. The site is entirdy self-monitored and connects directly to a central office where

sophisticated computers alert personnd to equipment malfunction or breach of security.

Moreover, no nuisances will be generated by the p,roposed PCS facility. In general, PCS

technology does not interfere with any other forms of communications. To the contrary,

.
