<br />. <br /> <br />. <br /> <br />. <br /> <br />NARRATIVE OVERVIEW <br /> <br />American Tower Corporation seeks a Conditional Use Permit and any other <br /> <br />necessary approvals to construct a Wireless Telecommunication Service Facility ("WTSF") at <br /> <br />the location in exhibit "A" (the "Property"). American Tower and/or its lessees (Cingular <br /> <br />Wireless) have acquired licenses from the Federal Communications Commission ("FCC") to <br /> <br />provide Personal Communications Services ("PCS") coverage throughout the United States. <br /> <br />These licenses include the Elk River, Minnesota area and the remainder of the greater <br /> <br />Minneapolis Trade Area. This regional system is operating under the name of Cingular <br /> <br />Wireless and is part of an integrated nationwide network. of coverage. <br /> <br />The Wireless Telecommunications Service Facilities ("WTSF"), which Cingular <br /> <br />proposes to utilize on the property, is necessary in order to provide uninterrupted PCS <br /> <br />services to your community, including services such as wireless telephone service, voice <br /> <br />paging and wireless data transmission. Cingular's pes technology operates atvar1.ous radio <br /> <br />frequency ("RF") bands, specifically referred to as the ''E'' bandwith between 1885 and <br /> <br />1890, and 1965 and 1970 megahertz and utilizes a digital wireless voice and data transmission <br /> <br /> <br />system. This technology promises to provide consumers with enhanced service (mcluding <br /> <br />greater sound clarity and privacy) as well as new services not currently available under some <br /> <br />traditional analog cellular systems. <br /> <br />Like traditional cellular phone systems, PCS operates on a "grid" system, whereby <br /> <br />overlapping "cells" mesh to form a seamless wireless network. The technical criteria for <br /> <br />establishing cell sites are very exacting as to both the height and location of the WTSF. <br /> <br />Within the Elk: River area, cell sites are generally located approximately seven (7) to ten (10) <br /> <br />miles apart. Based on a computerized engineering study which takes into account among <br /> <br />other things, local population density, traffic patterns and topography, Cingular's engineers <br />
