It will create adverse impacts on the <br />proposed development course under the comprehensive plan and frustrate <br />the orderly development of the Property and neighboring areas under the <br />comprehensive plan. Given the intensity of the proposed use and the nature <br />of the proposed use as a commercial construction operation, these adverse <br />impacts cannot be mitigated by imposing conditions because they are <br />incompatible with the future development plans for the area. <br />11. Taking into consideration all of the testimony and evidence received, including <br />statements from the applicant and neighbors, staff reports, the findings of the <br />Planning Commission, and the memorandum from Sherburne County, the City <br />Council finds that the Applicant's proposed goes beyond mere Outdoor Storage, and <br />will have significant impacts upon safety and the quiet enjoyment in a residential <br />zone. The Applicant has not established that he has met the requirements for an <br />IUP.
