<br />City Council / CU 05-25 <br />January 17, 2006 <br />Page 2 <br /> <br />Analysis <br /> <br />The applicant is proposing a 10,560 square foot day care building. It is consistent with the <br />original approve PUD site plan. The applicant will be platting the property as Elk Ridge <br />Center 3rd addition. <br /> <br />The front of the building (north side) will face internal to the site. The entrance is clearly <br />identified with a covered structure that protrudes out in front of the building. The north, <br />east and south facades are highly visible from Highway 169. <br /> <br />A 5-foot high vinyl picket fence is proposed around the play area. <br /> <br />The parking for this building will be direcrly in front of the building. The ordinance requires <br />30 parking stalls, 30 parking stalls are provided for this building. <br /> <br />The hours of operation will be 6:00 am-6:30 pm M-F with peak traffic times occurring at the <br />morning and afternoon commute times. <br /> <br />The current location has 118 children. At full licensed capacity, there can be 172 children <br />with 20 full time staff plus part time staff. <br /> <br />Building Design <br /> <br />(The text that is italicized comes from the Development Design Standards) <br /> <br />The North Woods Theme of Elk Ridge Center has been influenced lry related architectural traditions <br />including Crqftsman, Arts & Crqfts and the architecture in our State Parks. The elements common to these <br />styles are shallow Pitched roofs, deep broad eaves, multiple casement windows, stone or rough foundation walls, <br />quality wood and masonry exterior finishes and wide trellised verandas to draw nature close. <br /> <br />The overall building design is a rectilinear structure with an approximately 7 -foot high <br />masonry base and the remainder of the wall in an Exterior Insulated Finish System (EIFS). <br />All four sides of the building are similar in design with masonry, EIFS and a dark blue <br />standing seam awning. The roofmg on the entrance structure will be the same dark blue <br />metal standing seam (which is appropriate for a commercial building) while the roof element <br />on top of the flat roof area will be a gray/charcoal asphalt shingle. These colors and <br />materials are consistent with the design guidelines. Material styles and colors shall be those <br />as indicated on the Exterior Sample Key dated 12/15/05. <br /> <br />To break up the continuous horizontal line of the canopy, gable elements with timber details <br />are introduce on each side of the building. This will be consistent with the other approved <br />building in this development. <br /> <br />The bases of the columns are flared downward.
