The study provides a summary of the <br />local history and an inventory of historically significant properties in the downtown area. <br /> <br />Elements of the history of the area help provide the context for locating the library campus. The <br />location of the first dam built in 1851 is significant in relationship to two of the proposed sites <br />because the dam location caused the development of commerce, including the construction of <br />the first flourmill, saw mill and a type of city center. The community was originally platted in <br />1855 as the town of Orono covering an area of approximately 14 square blocks. <br /> <br />The development of Old Town and the building upon the historical character of Elk River may be <br />an important consideration in the site selection. Strategies for using the Old Town area and <br />enhancing the image of Elk River may include the desire to increase attractions to the areas <br />closer to downtown while maintaining a strong and distinct residential neighborhood. <br /> <br />ARCHAEOLOGY REVIEW <br /> <br />No archaeologist review for the potential sites for the library has yet been received. All of the <br />areas being considered have been extensively disturbed. <br /> <br />./ Site Option A: The site has been totally developed with the existing library and <br />associated parking and landscaping. <br /> <br />./ Site Option B: The area designated for the library development adjacent to the City <br />Hall has been developed and graded. The original Orono Road was vacated along with <br />Main Street connections. Surface and subsurface conditions have all been disturbed. <br /> <br />./ Site Option C: The area across from the City Hall is currently vacant but has been <br />graded and cleared for development.
