As a first step, the planning <br />includes basic design criteria described below. These criteria outline guidelines for <br />consideration in the design of public libraries. <br /> <br />Location Site and Visibility <br /> <br />It is commonly recommended that a central public library be located in the heart of or adjacent <br />to a downtown, shopping/business, or community and civic centers within easy walking distance <br />of both vehicular and public transportation. Visits to the library may coincide with other activities <br />so easy access is critical. The image of the library building and site are important so that <br />passing vehicles and pedestrian may identify it. <br /> <br />The assumption (for site analysis purposes) is that the site for the library should be able to <br />accommodate a first floor plan of up to 14,000 square feet to 16,000 square feet as a first phase <br />with the expandability to 21,000 gross square feet. The building must also allow for the <br />necessary parking, landscaping, and programmed site uses while maintaining an attractive, <br />safe, and inviting appearance. <br /> <br />Entrance / Exit and Security <br /> <br />The library building must have a single entrance and primary exit system so that security for the <br />materials can be maintained. Electronic systems at the entrance/exit are often used (or may be <br />used in the future) for electronic detection to protect the collection. The checkout system and <br />circulation desk location is also important to effective and efficient security of the building and its <br />contents. <br /> <br />Sight lines from checkout areas are a requirement that extends to the ability of the service areas <br />to have some visual observation of the site as well. Internal locations and desired positioning <br />will be addressed as part of the programming process. The kinds of security access or controls <br />will also be addressed as program requirements are finalized. Of particular concern in this site <br />analysis is the visibility on and around the site. The careful location of pathways and lighting are <br />consistent for any of the sites under consideration. <br /> <br />Access and Ease of Use <br /> <br />Ease of access for the majority of library patrons includes access to parking directly adjacent to <br />the library. The library building design criteria for Elk River is one parking space for every 300 <br />square feet of building. <br /> <br />Service Entrance and Parking <br /> <br />The library requires a convenient and secure entry for service and delivery.
