Proposal to provide a classification and compensation study to Elk River Municipal Utilities November 2023 <br />Baker Tilly will use ERMU's existing iob descriptions to conduct job evaluation. New PAQs can be <br />completed as necessary to capture new or changed positions. These results will be reconciled against the <br />other positions to maintain internal equity. <br />Phase 3: <br />Market Assessment <br />Peer organizations: Baker Tilly will recommend a list of comparable and competitive peer organizations <br />to include in the study. To maintain a competitive price for the project, we have assumed the custom <br />market survey will be distributed to 10 public peer organizations. Data from 3 published sources will be <br />included as a private sector representative. <br />Private sector companies rarely respond to market survey requests. Therefore, to represent the private <br />sector in the data set, we utilize pay data contained in the following survey sources: <br />• CompAnalyst <br />• Economic Research Institute <br />• PayFactors <br />Benchmark positions: We understand that this project includes approximately 32 iob classification titles <br />and, as such, all 32 positions will be included in the survey as benchmarks. <br />Data analysis: In distributing the custom market study, Baker Tilly will request base pay ranges for <br />analogous positions. The survey will include a minimum qualification and a summary of work performed <br />by each position to assist peers in matching their positions. Baker Tilly will review and validate survey <br />responses to confirm a 75% overlap in duties and responsibilities, as this is the best practice definition of <br />a "good" match. <br />Adjustments may be applied to establish consistency in market comparison; those include: <br />• Adjustments for differences in workweek hours <br />• Aging the data if it's not for the current fiscal year <br />• Geographic cost of labor adjustments <br />Baker Tilly will deliver three market reports once the compiled data has been analyzed for quality <br />assurance.
