Meeting of the Elk River Planning Commission <br />�, Held at the Elk River City Hall <br />� Tuesday, July 25, 2023 <br />ver <br />Members Present: Chair Jill Larson -Vito, Commissioners Perry Beise, Dennis Booth, Craig Keisling, and Tony <br />Mauren <br />Members Absent: Commissioners Eric Johnson and Rob Rydberg <br />Also Present: Councilmember Matt Westgaard <br />Staff Present: Senior Planner Chris Leeseberg and Sr. Administrative Assistant Jennifer Green <br />I . Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission was called to <br />order at 6:34 p.m. by Chair Larson -Vito. <br />2. Consider Agenda <br />Commissioner Booth requested to remove Item 7 from the agenda as Mr. Carlton was not present. <br />Moved by Commissioner Booth and seconded by Commissioner Keisling to approve the July 25, <br />2023, Planning Commission agenda with the change noted above. <br />Motion carried 5-0. <br />3. Consider Minutes <br />Moved by Commissioner Beise seconded by Commissioner Booth to approve the June 27, 2023, <br />Planning Commission minutes as presented. <br />Motion carried 5-0. <br />4.1 Northstar Truck & RV Parking LLC — Nikolay Babkin, 15861 Jarvis St NW QS-013-4405) <br />■ Conditional Use Permit to allow outdoor vehicle storage, Case No. CU 23-16 <br />Mr. Leeseberg presented the staff report. <br />Commissioner Mauren asked about tree requirements and if a landscape plan would be submitted. He asked <br />about screening requirements along the railroad line and preferred the trees screen. <br />Mr. Leeseberg indicated a landscape plan is required prior to presenting it to the City Council meeting. He <br />stated the ordinance requires 32 trees on site. He stated they could require tree placement similar to Copart <br />across the street, where the trees were placed along the rail line for screening. <br />Chair Larson -Vito asked if staff received any concerns or comments from the commercial or residential <br />property owners in both Elk River or Ramsey. <br />
