Meeting of the Elk River City Council <br />Held at the Elk River City Hall <br />Monday, July 17, 2023 <br />Members Present: Mayor John Dietz, Councilmembers Cory Gmpa, Mike Beyer (6:13 p.m.), Matt <br />Westgaard, and Jennifer Wagner <br />Members Absent: None <br />Staff Present: City Administrator Calvin Portner, City Attorney Jared Shepherd, Community <br />Development Director Zack Carlton, Senior Planner Chris Leeseberg, Engineer I <br />Ryan Sandhoefner, Engineering Project Manager Brandon Wisner, Administrative <br />Captain Joe Gacke, Police Chief Ron Nierenhausen, Business Services <br />Director/Assistant City Administrator Joe Stremcha, Multipurpose Facility <br />Superintendent Tim Dalton, and Records Specialist Katie Porath <br />I . Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order <br />at 6:02 p.m. by Mayor Dietz. <br />2. Pledge of Allegiance: <br />Pledge of Allegiance was recited. <br />3. Consider Agenda <br />Councilmember Wagner asked to add Item 8.5, a discussion of a letter to MnDOT for business <br />district exit signage on Highway 169. <br />Moved by Councilmember Westgaard and seconded by Councilmember Grupa to approve <br />the agenda, as amended. Motion carried 4-0. <br />4. Consent Agenda <br />Mayor Dietz stated, if a third budget meeting was needed, he would prefer it be held on September 5, <br />2023. <br />Councilmember Wagner asked for clarification on the amount duo- in the iBackCheck Agreement for <br />Item 4.4. Mr. Portner explained the agreement amended terms for repayment. <br />Moved by Councilmember Wagner and seconded by Councilmember Westgaard to approve: <br />4.1 <br />June 20, 2023, Minutes. <br />4.2 <br />Check register as outlined in the staff report. <br />4.3 <br />Pay estimates outlined in the staff report. <br />4.4 <br />Amendment to Lease Agreement 23-19 with iBackCheck. <br />4.5 <br />2023 Mineral Excavation Licenses. <br />4.6 <br />Special Meetings for 2024 Budget Discussions on Monday, July 24, 2023, at 4:30 p.m. <br />and Monday, August 14, 2023, at 4:30 p.m. <br />4.7 <br />Finance Assistant position description. <br />4.8 <br />Temporary On -Sale Liquor License to the City of Elk River for the 2023 Riverfront <br />Concert Series scheduled on August 17, 2023, with the condition alcohol must be <br />
