Here is the link to the Conditional Use Permit (CUP) application. Section 30-83 (c)(2) states: All plans and specifications, except for single-family dwellings, or any other buildings exempted by Minnesota Statute or the Minnesota State Building Code, shall be prepared and signed by a registered architect or a registered professional engineer duly qualified by registration as required by Minn. Stats. § 326.02. Along with the requirement of the CUP and because the use of the building is considered commercial, the building plans are required to be signed by a licensed architect and licensed engineer( See above listed MN Statue). The mechanical systems would also need to be designed by a licensed mechanical engineer. Plumbing plans would need to be designed by a licensed plumber and would need to be submitted to the State Health Department for review. I understand your frustrations with this, but these are the requirements required by Ordinance and Building Code in order to use your property/building in this aspect.
