15. Driveways shall be limited to 18 feet wide at the property line. <br />ISG Response: Driveway widths are 20-ft to accommodate homeowner operations with the assumption of 2-vehicles <br />per households. This assumption is supported with the previously submitted parking study, per the Developer <br />standards, and agreed to by staff because 18 feet can be too narrow at the curb. <br />16. All buildable lots shall include a drainage and utility easement for areas within the 45-foot wetland setback or within 45 <br />feet of the OHW for stormwater ponds. <br />ISG Response: Plans have been updated to show 20-ft beyond the proposed 25-ft wetland buffer when impacting an <br />adjacent residential lot. Per previous conversations with City staff, it is assumed that this area will operate similar to a <br />building setback where no permanent structure can be erected within its extent. <br />The areas where the "wetland buffer strip setback" (per City of Elk River Ordinance) infringe on adjacent residential lots <br />is shown throughout the updated preliminary plan set. Note these setbacks will not be platted/ shown on the overall <br />plat. If there is a separate understanding of this requirement, please inform the developer and engineer as soon as <br />possible. <br />It is assumed that the Ordinary High Water Level (OHW) is the same as the Normal Water Level (NWL). The basins <br />within the preliminary plat are designed as "dry" stormwater management areas, therefore the OHW would not apply to <br />any basins within the applicable area of the development. In addition, the central mining pits were evaluated and the <br />45-ft setback does not impact the adjacent residential lots. <br />17. Grading for trails along the pond shall be designed to minimize impacts to existing grades and vegetation. <br />ISG Response: Trails along the mining pits and wetlands have been designed to match back into the existing surface <br />at a recoverable slope of 4:1 (per Federal Highway Administration (FHWA)) where applicable. <br />18. Grading for the trail north of Ivanhoe shall be updated to create a stable platform/bench for the trail. Slopes leading to <br />and from the trail must be reduced to minimize erosion. <br />ISG Response: The trail north of Ivanhoe is based on surrounding elevations of the existing mining pits, proposed and <br />existing roadways, and proposed home sites. The slopes of the trails are following ADA standards and dictating the <br />running slope. The trail matches back into existing elevations at a maximum 4:1 slope per Federal Highway <br />Administration (FHWA) defines as a recoverable and traversable slope. <br />19. Landscape plans shall identify an overstory tree in the front yard of every parcel and no more than four of the same tree <br />species shall be on adjacent lots. <br />ISG Response: Plans have been confirmed to identify overstory trees in the front yard and corresponding table has <br />been provided on each plan sheet in the margins. <br />20.
