Park & Recreation Commission Minutes
November 12, 1997
Page 2

.

Pat Klaers indicated Jeff Karsten has requested to subdivide 3 existing residential
lots located at Boston Street and Meadowvale Road into 2 lots. There are no
parks planned for this site and staff suggests a park dedication fee be considered
for this application.

COMMISSIONER MADSEN MOVED TO ACCEPT A PAYMENT OF CASH FOR PARK
DEDICATION REQUIREMENTS FOR THE ADMINISTRATIVE SUBDIVISION REQUESTED BY
JEFF KARSTEN, CASE NO. AS 97-7. COMMISSIONER OLSON SECONDED THE MOTION.
THE MOTION CARRIED 8-0.

Pat indicated MSF hopes to break ground in 1998. He noted that MSF employee
AI Mundt has retired.. MSF has hired a fundraising organization and pledges are
coming in. MSF met with Bruce Anderson and Mark Ourada to discuss a possible
$2 million grant from the governor's budget. Pat discussed MSF's progress to date.

Pat Klaers indicated the Council discussed putting $150,000 toward the Lion's
Teen Center project at their budget meeting on October 27th ($30,000 over 5
years). Pat explained the Lions Club may work in partnership with the Boys and
Girls Club of America to build the teen center and, in that case, the City may not
need to participate financially for its construction.

.

Pat indicated the skatepark project site acquisition is still moving forward. The
School District will likely wait until the exchange of property with the City for the
ALC site is complete.

Pat Klaers indicated Jeff Asfahl was out of town attending a conference and
information was available in the Commissioners' packets regarding Community
Recreation. Chair Anderson indicated that the youth baseball and softball
associations are concerned that the complex not turn into a complex for adult
softball and baseball. Pat indicated he could send a letter stating that the fields
are being developed for regular youth league and practices, and that these
activities are the top priority.

Pat noted the following Commissioners' terms will expire on December 31, 1997,
and they will need to advise the City Clerk if they are interested in
reappointment:
Commissioner Westrum, Commissioner Kuester and Commissioner Rolfe Anderson.

Pat noted the park dedication fees for residential lots will increase to $650 per lot
in 1998. Commercial fees are not scheduled to change. Pat indicated staff is
again considering proposing a $100 per lot trail fee, but may wait on this request
Os the same request was rejected by the Council last year.

.
