<br />. <br /> <br />. <br /> <br />. <br /> <br />Park & Recreation Commission Minutes <br />October 8. 1997 <br /> <br />Page 3 <br /> <br />Phil indicated the 4" potable water well is in and the 8" well will be drilled later <br />(next spring). Phil discussed problems he experienced with the contractor, <br />Renner Drilling, to get the work completed. Phil added that the bids for the <br />fencing have been accepted and are $500 less than their estimate. Phil <br />indicated the contractor will be drilling the holes for the fencing on the following <br />Monday. <br /> <br />Phil asked the Commissioners for input on the location of the ballfield ag lime. <br />After discussion, it was determined to have two 28' backstops and two 15' <br />backstops, with a 300' radius outfield. Phil indicated approximately 2/3 of the ag <br />lime has been delivered. <br /> <br />8. Discussion of Bond Referendum - Where do we qO from here? <br /> <br />John Kuester reviewed issues associated with the park bond referendum. He felt <br />when a referendum is presented again, more time is needed to build a coalition <br />of volunteers. John discussed whether to try the referendum in the spring or wait <br />till the.general election in November. The Commissioners discussed the low voter <br />turn-out and reasons people gave for not voting. The Commissioners were in <br />agreement more door-to-door contact is necessary for support, especially in <br />neighborhoods benefiting from passage of the referendum. John felt the <br />Commission should look at the referendum as a lesson and not a failure. It was <br />the consensus of the Commissioners to meet with Decision Resources to discuss <br />their views on the referendum after the school referendum is over. <br /> <br />9. <br /> <br />Staff Updates <br /> <br />Lions' Park - Phil Hals indicated the trails scheduled for 1997 have been <br />completed. Phil estimated the cost for movable hockey boards for a 50'x160' rink <br />at $3.000 for the plywood panels and metal braces, plus $1,000 for labor. The <br />boards would be disassembled in the summer and stored. If the expenditure is <br />approved, the boards could be installed and usable this coming season. <br /> <br />The.Commissioners and staff discussed the location of the hOCkey boards and <br />lighting. They also discussed providing ice rinks for other skaters. Commissioner <br />Dave Anderson suggested the owner of Sax Foods be contacted regarding <br />flooding a corner of the Sax Foods parking lot for skating. <br /> <br />COMMISSIONER DA VEANDERSON MOVED TO RECOMMEND THE CITY COUNCIL <br />APPROVE THE EXPENDITURE OF UP TO $7,000 FROM PARK DEDICATION FUNDS FOR <br />THE PURCHASE OF TWO SETS OF HOCKEY BOARDS SO'X 150', ONE AT LIONS PARK, <br />AND THE OTHER AT A SITE EAST OF HIGHWAY 169. COMMISSIONER ROLFE <br />ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br />
