Park & Recreation Commission Minutes October 8. 1997 Page 2 5.1. Request bv Roval Oaks Realtv for Preliminary Plat (Riverolacel. Case No. P 97-15 . Phil noted the Riverplace plat includes a 2 acre park site which includes a drainage area and that park dedication credit will only be given to the usable park area. Phil indicated there is an inlet into the park area from the Mississippi River. Staff is unsure of the status of Outlot A. The Commissioners discussed whether or not to require an additional cash payment. Commissioner Dave Anderson suggested the shape of the proposed park be changed to run east and west. COMMISSIONER DAVE ANDERSON MOVED THE FOLLOWING RECOMMENDATIONS FOR THE PROPOSED PARK FOR THE RIVERPLACE PLAT: ..THE PARK BE ORIENTED TO LOTS 3, 4 AND 5 AND THE WEST LINE OF PARK WOULD BE WEST LINE OF PREVIOUS LOT 3, BETWEEN LOTS 2 AND 3. -THAT STAFF REVIEW MOVING THE DRAINAGE POND TO EAST. - IN ORDER TO SATISFY PARK DEDICATION REQUIREMENTS, STAFF NEGOTIATE THE CITY'S ACQUISITION OF OUTLOT A , AND IF OUTLOT IS NOT ACQUIRED, CASH BE REQUIRED FOR REMAINDER OF PARK DEDICATION REQUIREMENTS. COMMISSIONER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 6-0. 6. Update - Communitv Recreation - Jeff Asfahl . Communitv Ed - Jeff indicated the Community Education Fall brochure will be coming out October 22nd. He added they plan to distribute more frequent versions of activities brochures. Skate park Update - Jeff indicated the Skateboarder's Association will be asking the School Board to consider allowing the Skateboarder's Association acquisition of the School District's portion of the 160' x 200' site at Oak Knoll park, located just north of the former temporary skate park site. Jeff n07ed he will place the commissioners on the Youth Initiatives Newsletter mailing list. He noted the running list of needs which is published in the newsletter provides an opportunity for the business community to become involved in the Youth Initiatives project. Jeff indicated he is working to get the Ministerial Association involved, as well. Otseqo Update - Jeff indicated the Otsego City Council representatives and Park and Recreation Commissioners will be meeting to discuss the community education program. 6.1. Review Draft Policv for Youth Athletic Complex Schedule Jeff Asfahl distributed the draft scheduling policy for the Youth Athletic Complex. The Commissioners will review and discuss the policy at next month's meeting. Jeff noted the Youth Athletic Association will also review the draft before next month's Park & Recreation meeting, and will relay their comments to the Commission. 7. Discussion of Elk River Youth Athletic Complex Fields .
