<br />Park & Recreation Commission Minutes <br />June 11. 1997 <br />Page 4 <br /> <br />The residents in attendance and members of the Commission discussed possible <br />uses for the park. The Commissioners indicated their support for a basketball half <br />court. sand volleyball court. picnic area with tables and a tot lot with playground <br />equipment. <br /> <br />. <br /> <br />Chair Anderson indicated the Commission is waiting for the door-to-door survey <br />information being compiled by a group of Hillside Estates residents regarding park <br />needs. Design of the park will be further discussed at the next Park & Recreation <br />Commission meeting July 9th. <br /> <br />8. Discussion of Skateboard Issues <br /> <br />Lance Cunningham distributed information regarding the progress of the Elk River <br />Skateboarders. Inc. and discussed upcoming fundraising events. <br /> <br />9. Community Recreation Update - Jeff Asfahl <br /> <br />9.1. Community Center/Youth Center <br />Jeff distributed a draft proposal (attached) for utilizing VandenBerge School as a <br />community center until a permanent facility is constructed. The proposal <br />suggests opening the school to the general public on friday nights, Saturdays and <br />Sundays for activities and special events. <br /> <br />9.2. Lion's Club Youth Center Proposal <br />Jeff indicated the Lion's Club discussed a proposal to construct a youth center <br />on the Lion's Park property. The building is proposed to be approximately 70 feet <br />by 100 - 150'and will include meeting room space, kitchen facilities. storage area, <br />staff office, and food service for the youth center. Cost information is not yet <br />available. Jeff explained research has indicated a successful youth center <br />requires a large motor skills space. video arcade and good leadership. Phil <br />estimated the project cost at $40/sq. ft. ($280,000 - $300,000). The Lions indicated <br />they expect to raise one-half the funds for the project. Phil felt the best site would <br />be the west parking in regards to soils. but the site may not be practical due to <br />the close proximity of the church. bandshell and apartment buildings. The <br />southeast portion of the park would be an option but would require moving the <br />hockey rinks. Phil indicated he will include soil borings for possible sites as part of <br />a current order for Lion's Park and will report back to the Commission at the June <br />meeting. <br /> <br />. <br /> <br />10. Discussion of ALC <br /> <br />The Commission discussed the latest proposal by the School District for relocating <br />the ALC. The Commissioners expressed concerns regarding parking. traffic. the <br />close proximity to the playing fields and lack of expansion area. <br /> <br />COMMISSIONER OLSON MOVED TO RECOMMEND THE CITY COUNCIL NOT SUPPORT <br />THE ALC CONCEPT PROPOSED BY THE SCHOOL DISTRICT. COMMISSIONER DAVE <br />ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />. <br />
